The two directions
One is easy; the other is why this exists.
Apply a discount
Multiply the price by (1 − rate).
Find the rate
"Was 250, now 175": divide the difference by the original — 75 ÷ 250 = 30%.
Why the second matters
It is the only way to test an "up to 70% off" sign. The advertised rate usually applies to one item; what you pay is another matter.
Precision
Everything runs in whole minor units, so the discount and the final price always recompose exactly into the original.

Common questions
How do I calculate a price after discount?
Multiply by (1 − rate). 250 at 30% off is 250 × 0.7 = 175, a discount of 75.
How do I find the rate from two prices?
Divide the discount by the original and multiply by a hundred. From 250 to 175: 75 ÷ 250 = 30%.

Is it exact with fractions?
Yes — whole minor units with half-up rounding, so no drift.
